Get yourself to the jail located in Riften and go ahead and unlock your cell door. In front of your cell should be a guy named Black-Briar. The good thing about him is that you can keep pickpocketing him (Black-Briar) even if he catches you. Keep stealing his items until there are none left and place them back in his inventory. This way you will keep getting exp after pickpocketing him. Keep repeating this method until you attain your desired pickpocket skill level.
